Problems upload speed streaming video Xcams

Since about 2 weeks Xcams models who have as provider specially RDS have a lower upload speed streaming video when they are logging in. In some cases it is not even possible to log in. Support Xcams is saying that they know this problem, but they can not do anything. It seems to be the problem of RDS. Anyway it will take a very long time before repairing by RDS. They speak about minimum 1 month, probably longer.

Other provider, for example UPC is not a option, because it is not available where i live, and i also don't want.

My question is, why only Xcams has these upload problems and not other webcam sites ?
What smecheria is behind this ?
